Award of the first certificate for temporary storage of debris and recycled granulates
On 24 February 2020, the very first COPRO and BENOR certificate for the temporary storage of debris and recycled granulates was issued by COPRO to the AC MATERIALS depot in Vlierzele. Following this event, Dirk Van Loo (CEO) and Michaël Van Schelvergem (Inspector) from COPRO visited the temporary storage for the official handover of the certificate to site manager Stefan De Pauw and quality manager Steven Steelandt from AC Materials Vlierzele.
As the amended OVAM unit regulations provide for a division into different flows of debris (High Environmental Risk Profile and Low Environmental Risk Profile) and recycled granulates, a logistical problem arose at many sites. At the request of AC MATERIALS, COPRO therefore started early 2018 with the drafting of additional regulations to the already existing COPRO and BENOR TRA 10 regulations. These regulations set out the conditions and procedures so that producers can not only legally store and deliver debris and recycled granulates through their own crushing site, but that this is also possible from other locations - so-called depots.
A depot is a site that falls under the responsibility of one's own permanent certified location but which is situated in another location and where there is temporary storage of debris and/or recycled granulate. The depot must fall under the same legal entity as the own permanent location and the storage must be licensed. No mechanical processing (crushing and/or screening) is permitted at these depots. All registrations (incoming and outgoing) must be kept up to date and the acceptance criteria as included in the OVAM unit regulations also apply here.
Together with the Sectoral Commission for recycled granulates, these additional regulations were drawn up. The AC MATERIALS site in Vlierzele was used as a test case for almost 2 years to test this procedure in practice. Based on the experiences and findings on site, this supplementary regulation was continuously streamlined until the final version was approved by the Sectoral Committee on recycled granulates on 5 October.
COPRO is convinced that this supplementary regulation can provide an answer to the practical logistical problems that the classification of High and Low Environmental Risk Profile entails.
